Для начисления заработной платы в области машиностроения  разработаны документы ввода сменных индивидуальных и бригадных заданий с учетом разрядности рабочих мест и тарифных ставок, норм выполнения выработки. Для  начисления повременной оплаты  используется   документ  табеля  отработанного времени, который заполняется в разрезе подразделений и бригад. В документе предусмотрен ввод процента корректировки зарплаты по основным видам оплат в случае необходимости, заполнение отработанных дней (часов),  количество ночных, вечерних, праздничных дней (часов), премий и  надбавок для автоматического расчета. По результатам расчета выдаются специфические ведомости анализа норм выполнения выработки, учета отчислений в разрезе заказов и так далее.

Как осуществляется обмен информацией между модулями «Заработная плата», «Табельный учет» и «Кадры»?

Комплекс программ «Управление персоналом» состоит из модулей - Кадры, Заработная плата,Табельный учет и Комплексная система табельного учета и контроля доступа. Эти модули используют единую справочную информационныю базу, которая разграничена по функциональности. Может ли пользователь комплекса создавать собственные отчеты?

Для разработки собственных отчетов используется утилита VisualDesigner (VD.EXE). Ядром утилиты является генератор отчетов. К средствам определения отчетов относятся язык описания отчетов (RML - Report Maker Language) и компилятор, поддерживающий интегрированную среду для создания, редактирования и компиляции RML - описаний, а также выполнения некоторых сервисных функций. Описание отчета подготавливается в виде стандартного текстового файла с помощью внешнего или встроенного RM - редактора. Откомпилированные (внутренние) формы описаний помещаются в системную базу, единую для всех отчетов некоторого приложения.

Какую внешнюю отчетность обеспечивает модуль «Заработная плата»?

Модуль обеспечивает:

  • Начисления на социальное страхование;
  • формирование ежемесячной и квартальной отчетности;
  • квартальный отчет Ф4-ФСС по ВПН;
  • заявки на выплату сумм по временной потере трудоспособности в ФСС;
  • статистическую отчетность об использовании рабочего времени (1ПВ);
  • налоговый расчет с сумм дохода, начисленного (уплаченного) в пользу плательщика налога и сумм удержанного с них налога (1 ДФ) с формированием  файла на магнитных носителях и печатью ведомостей установленного образца для ГФС;
  • автоматическое создание файлов отчетности для передачи во внешние приложения,  ведение общего и льготного стажа;

Существует ли возможность распределенного доступа к элементам ввода данных для соблюдения конфиденциальности?

В комплексе «Управление персоналом»  реализована система многопользовательского доступа к данным с разграничением прав доступа к документам ввода, операциям расчета, формированию отчетов и выполнению сервисных функций. Для непосредственной работы с настройкой прав доступа, корректировке их списка и списка групп должен существовать пользователь, который, независимо от настроек, имеет доступ абсолютно ко всем элементам программы. Данной возможностью обладает Администратор программы, для которого ограничения отсутствуют.
Операции создания, удаления или настройки прав доступа пользователей выполняются через меню «Сервис»/ «Администрирование»/«Пользователи» в диалоговом окне «Администрирования прав доступа». В окне показывается полный список пользователей, зарегистрированных в системе. Каждый пользователь характеризуется служебным именем (Логин) и фамилией сотрудника, использующего это служебное имя для авторизированного входа в систему.

Можно ли регулировать способы начисления заработной платы работникам предприятия без вмешательства разработчиков?

В модуле расчета зарплаты предусмотрена настройка параметров системы на условия конкретного предприятия с учетом требований законодательной системы. Мощным инструментом для учета особенностей специфики начисления заработной платы является таблица входимости. Она предназначена для определения особенностей обработки всех видов начислений заработной платы. Для каждого вида оплат  имеется уникальная запись (строка), описывающая вхождение суммы и (или) времени (явок, часов) в базовые элементы, используемые в учете заработной платы. В дистрибуции модуля имеется базовый вариант таблицы входимости, который становится доступным пользователю после первоначальной инсталляции. Базовая версия таблицы отражает актуальное на момент поставки состояние национального законодательства, устоявшиеся нормы учета, а также решения, предлагаемые разработчиками.

Что означает понятие «Работа» в модуле «Заработная плата»?

В модуле "Заработная плата" под интерфейсным понятием «Работы» следует понимать совокупность единиц обработки, включающих в себя оперативные документы, функции расчета, отчетов. Владелец работы имеет доступ только к расположенным в ней документам. Общий расчет за месяц производит консолидацию (объединение) всех работ. Обеспечивается хранение и доступ к ретроспективе данных любого периода.

Какая должна быть последовательность действий для корректного выполнения расчета за месяц?

Расчет за месяц, как правило, выполняется после заполнения справочной и оперативной информации. Источником оперативной информации служат ежемесячные табеля, отпускные записки, больничные листы, документы для начисления премии, оплаты по среднему, доплаты готовой суммой и так далее. После ввода этой информации создается работа «Расчет за месяц». В случае необходимости ввода корректировок по результатам расчета, работа «Расчет за месяц» удаляется, выполняются корректировки и снова создается работа с расчетом за месяц. Тип работы Консолилированная используется в случае многопользовательского режима для выполнения расчета за месяц по агрегированным данным всех работ

На нашем предприятии регулярно задерживают выплату зарплаты. Реализован ли в модуле учет таких выплат?

В модуле «Заработная плата» реализован специальный режим «задержанных выплат» и погашение невыплаченных сумм за любой период. Для этого ведется карточка задержанных выплат по каждому работнику, в которой хранятся сведения о невыплаченных суммах. Реализована возможность начисления и выплата компенсации на задержанные суммы зарплаты с учетом коэффициентов таблицы индексов прироста потребительских цен. Погашение невыплаченных сумм  производится по мере необходимости. Данные о суммах погашений и невыплаченной зарплате фиксируются в расчетных листках каждого работника и специально разработанных ведомостях.

Может ли "Табельный учет" работать как самостоятельная задача или только в комплексе?

Табельный учет является одной из основных задач комплекса «Управление персоналом» и работает  совместно с модулями «Кадры» и «Заработная плата». При этом, он может быть представлен в виде отдельной программы или как составная часть модуля зарплаты. В последнем случае модуль заработной платы расширяется основными возможностями табельного учета, что полезно, когда на предприятии одними и теми же работниками выполняются функции расчета заработной платы и  табельного учета. Кроме того, в комплексе представлен отдельный модуль "Комплексная система табельного учета и контроля доступа", который сопряжен и управляет аппаратно-программным комплексом на проходной предприятия. В результате такого сопряжения фактическое отработанное время формируется на основании отметок со считывателей и передается в заработную плату в виде табелей. Может помочь в работе модуль "Табельный учет"?

Табельный учет поможет автоматизировать, а, следовательно облегчить и ускорить работу предприятия по составлению плановых графиков работы, учету отработанного времени работников предприятия, анализу плановой и фактической выхождаемости, формирование необходимой статистической отчетности об использовании рабочего времени и численности персонала, формирование данных для оплаты труда. Допускается ли одновременная работа с программой нескольких человек, каждый из которых имеет свой объем работы?

Да, допускается. Комплекс "Управление персоналом" позволяет разграничивать права доступа к программе для любого количества пользователей. Каждому пользователю присваивается уникальное имя и пароль, благодаря которым  он может работать со своим участком данных. Пользователю может быть настроено индивидуальное меню программы, задано ограничение на просмотр или редактирование определенных подразделений, просмотр заданных отчетов. Пользователей с одинаковыми правами доступа можно объединять в группы. В программе имеется пользователь с правами администратора, которому доступно все, в том числе настройка прав доступа для других пользователей.

Наше предприятие имеет территориально удаленные подразделения, с которыми нет связи с помощью сетевых средств. Можно ли организовать работу этих подразделений в

Да, можно. В программе реализована  возможность обмена данными с территориально удаленными подразделениями. Для этого модуль настраивается по принципу: одно головное подразделение и множество удаленных. Обмен между головным и удаленными подразделениями выполняется с помощью специальных файлов, которые создает программа «Табельный учет». Эти файлы можно передавать как по электронной почте, так и на сменных носителях с курьером.

Можно ли с помощью программы планировать фонд рабочего времени предприятия?

Для этого в «Табельном учете» имеется специальный раздел - Плановые графики для указания режимов работы предприятия (пятидневка,  посменный или круглосуточный). Можно привязать плановые графики к режимам работы и автоматически сформировать эти графики по составленным шаблонам на любой период времени. И как итог, распечатать плановые графики для ознакомления с ними работников предприятия.

Можно ли перевести работника на другой график работы в течение месяца?

Да, можно. Для этого в «Табельном учете» предусмотрено прикрепление табельных номеров к графикам. Указывается график, к которому прикреплен работник и дата, с которой работа по данному графику вступает в силу. Таких изменений в графиках работы для каждого работника может быть множество, т.е. учитываются все реальные ситуации.

Исходя из назначения программы, в ней должен быть предусмотрен учет неявок работников. Так ли это?

Да,  предусмотрен учет отклонений в работе от плановой выхождаемости. Для этого в программе существует «Журнал неявок». В него можно внести информацию  об отсутствии на работе, причину и период отсутствия. В дальнейшем  журнал используется для составления табеля учета фактически отработанного времени. В табеле неявки отображаются соответствующим сокращением и цветом: зеленым - оплачиваемые неявки, красным - неоплачиваемые. Некоторые неявки или изменения в выхождаемости, такие как отпускные записки, больничные и командировки, могут быть приняты в журнал неявок автоматически из программы «Кадры».

Много ли нужно времени для составления фактического табеля выхождаемости за месяц и когда это нужно делать?

Табель учета фактически отработанного времени составляется автоматически в последних числах месяца, когда известны все отклонения от плановой выхождаемости. Для этого в программе предусмотрено автоматическое формирование табеля, который составляется, как плановая выхождаемость, объединенная с неявками в отчетном месяце (из журнала неявок). Допускается также ручная корректировка табеля. Время выполнения автозаполнения зависит от численности работников предприятия и мощности компьютера на котором выполняется данная задача. Как правило, этот  процесс занимает от 1 до 3 минут. При использовании модуля "Комплексная система табельного учета и контроля доступа", сопряженного с аппаратно-программынм комплексом на проходной предприятия отметки со считывателя в режиме 24/7 автоматически попадают в базу данных для формирования табелей.

Какую статистическую отчетность можно сформировать с помощью программы?

С помощью «Табельного учета» можно сформировать типовые формы Т-13, 1ПВ и 5ПВ утвержденных образцов.

Можно использовать данные Табельного учета для расчета заработной платы?

Табельный учет автоматически формирует табеля для расчета заработной платы с отработанными часами, днями, видами оплат, тарифом и шифром производственных затрат. Данная информация передается в модуль "Заработная плата" посредством механизма обмена данными комплекса "Управление персоналом".

Если мне что-то будет непонятно при работе с программой, могу ли я найти ответ, не выходя из нее?

Да, большинство основных вопросов, можно решить, используя расширенную справочную систему, которая встроена в программный комплекс. Для этого в интересующем разделе программы достаточно нажать клавишу F1.

Какой должна быть конфигурация компьютера, чтобы комфортно работать с программой?

Любой современный компьютер и принтер, который Вы можете сегодня приобрести в компьютерных салонах, подойдет для нормальной работы программы. Если используется многопользовательский режим и база данных находится на сервере, то существует отдельные требования к мощности сервера, к серверу терминального доступа и к рабочим станциям. Эти вопросы обсуждаются в индивидуальном порядке с каждым предприятием

Наше предприятие имеет сложную иерархическую структуру. Как организовано ведение таких структур в программе

Информация о структуре предприятия является одной из основных  в программе. В ней отражается вся история предприятия с момента его создания. Допускается более 15 уровней вложенности для подчиненных подразделений. Хранение структурных единиц является датазависимым.  К структуре жестко «привязаны» назначения работников, перемещение с одной должности на другую и с одного подразделения в другое. Кроме того, если на предприятии используется штатное расписание, то оно тоже жестко «привязано» к его структуре, изменения в которой непременно приводят к изменениям в штатном расписании.
Программа «Кадры» предоставляет полный набор средств для создания, модификации и проверки структуры.

Допускается ли в программе

В случае объединения двух и более подразделений в одно определяются подразделение–источник и подразделение-преемник. После выполнения специального режима «Объединить» у подразделения  (преемника) будут созданы новые вложенные подразделения с уникальным кодом и  датой создания, равной дате объединения. У подразделения-источника будет указана дата ликвидации и остальные параметры сохранены без изменений.

Как создать приказ на несколько человек?

Это можно сделать как при создании любого типового приказа (выбирая несколько ТН из списка сотрудников) или создать групповой приказ на основании ранее созданных «одиночных» приказов. Реализована схема шаблонов, которое каждое предприятие настраивает для своих нужд.
